nine women trapped in a burning limousine. tonight, the misunderstanding that may have cost critical seconds, as they tried to escape. good evening, i'm julie haener. >> i'm frank somerville. it is a tragic loss of life, but how did it happen? why were five women unable to escape from a burning limousine on the san mateo bridge. tonight, the house of one victim says he's been told the

rear doors were locked. we also talked to the driver of the limo. he tells ktvu, he misinterpreted his passengers first attempt to get his attention. also says, once the rear door was exploded, the back exploded into a fireball. chp officers say the legal limit in the limo was only eight. >> we have independently learned the identities of three of the five women killed on that girls night out. the 31-year-old was the new bride being celebrated that night. she and her husband were planning a second wedding ceremony in the philippines next month. also killed, michelle estrera. we've also learned 39-year-old jenny belan was killed in that

limo. she was the mother of two children and lived in dublin. belana's husband said the backdoors were locked. >> reporter: he tells me he and his children are lost without his wife. he tells me, he's able to smile when he thinks about his beloved jenny, because she lives on in their two children. >> it's hard. it's hard to cope right now. really hard. >> reporter: married 14 years. the couple's home is filled with family photos. >> she is a loving, friendly, and understanding. very caring, sweet person. >> reporter: her love for her

family is evident. there are still birthday balloons up in the home. before she left, she hosted a birthday party for their 10- year-old. >> my wife is sitting close to the rear. >> reporter: belan says one of the survivers says his wife was behind the driver, but switched seats. everyone tries to escape by climbing through a partition toward the driver's seat. but the others could not make it. >> it was locked. you can't open it. >> reporter: he says he's not angry, but wants answers. >> kind of frustrated, disappointed that it wasn't opened. they only break the glass maybe they would have survived. >> reporter: he says he and his

daughter had planned to surprise jenny on mother's day with a handmade gift. he plans to bring her remains to the philippines. reporting live in dublin. amber lee, ktvu, channel 2 news. the highway patrol says it needs to complete an inspection of the limo before it can say whether that deadly fire started inside the limo, or outside. and why the women were unable to open the doors. our live tv coverage continues with ken wayne. not far from where that fire happened. >> reporter: frank, the highway patrol says it will likely take several weeks before its investigation is completedk and we finally learn what caused that deadly limo fire. the chp says it has yet to independent the burnt remains of the limousine, and go over the maintenance records. >> it's really going to take the experts both from the fire side, as well as the mechanical

side to be able to determine what the true nature of the problem was. >> reporter: there is no sign the limo hit anything on the roadway to cause the fire. the deceased victims were found near the small opening between the passenger, and driver's compartments. >> they're getting away from the fire and that's why they're in the front portion of the partition. they're trying to get out as well. >> reporter: passersby stopped to help, but it was too late. >> three happened on the incident shortly after the fire took place but were unable to get the five victims out of the limousine. >> all deaths are horrific in their own nature, but this one is very impactful, and is probably the worst one i've ever seen. >> reporter: the chp says the driver is appropriately licensed. but the limo's records say it can carry no more than at

passengers -- eight passengers. there were nine women inside. it could be fined $7,500 each day it was in violation. the company has said it will cooperate with investigators. meantime, investigators indicated this case is particularly challenging. >> we're devastated by this incident. we struggle to make sense of how a seemingly great event turned so tragic. >> reporter: autopsies were performed on the five deceased victims today. toxicology tests will also be performed. results from that should take two or three weeks. live in foster city, ken wayne, ktvu, channel 2 news. tonight, we're also hearing from the driver of that limo who admits he misinterpreted his passenger's first attempt to get the driver's attention. >> reporter: his limo was in flames with nine women trapped

inside. >> nightmare. >> reporter: in his mind, oroville rickey brown says he's still replaying the moment when one of the passengers first tries to get his attention. >> smoke. they've got their music on, you know. she says smoke. my mind told me, okay maybe she wants to smoke a cigarette. i hear another knock, she says smoke, pull over. there's smoke pull over, pull over! >> reporter: on the side of the bridge, the 46-year-old driver from san jose said he and some good samaritans begin to help four of the women climb through a partition. >> we were all crying, all nervous, all scared. >> reporter: he says he unlocked the limo doors. when someone opened the other one, it only fueled the flames. >> she ran to the back of the car and opened the door. flames just went, you know, they engulfed the car. >> reporter: brown tells me, he doesn't know what else he could

have done, but he worries the victims families will blame him. >> yeah, yeah, i do man. something like i said, i wish we could have done more. >> reporter: brown says he thinks the cause of the fire was electrical. he's vowing to raise money for the victims and fair families through a charity he had already created before the fire. more details on oroville rickey brown. the limousine driver told us he has been driving for limo stop for two months. he says he has been a professional driver for many years. he says he was not listening to mussic while he was driving. he says the women in the back had one bottle of champagne and were not drunk. >> we checked to see how long it took firefighters to reach that burning limousine. the chp says the 911 call, the first one came in at 10:09.

a crew was dispatched at 10:12. firefighters traveling east had to drive past the fire until they reached an emergency turn around, less than a mile away. they made a u-turn and then returned to the limousine. they said that u-turn took an extra three minutes. they were on scene at 10:24, 15 minutes after the initial 911 call. stay with ktvu for continuing coverage as the investigation proceeds, we'll bring you the latest information, both on air, and online. at 10:45 tonight, we'll take you inside a limo like the one that caught fire. one what expert says investigators will be looking at as they try to figure out what happened. bay,or north bay today, you t might have heard thunder, or seen lightning. let's take you back to 4:00. i want you to look at the areas in red. that's the lightning strikes. look at the strikes.

authorities didn't reveal many details, citing concerns about tainting the investigation, but did say the results were move the case forward. >> we did get some evidence, and analysis results back yesterday. it was a positive result, and it's one step closer to getting somebody into custody. >> investigators say fbi crime dogs were brought in to search the area near the fowler home today. the third grader was found stabbed to death inside her home a week ago saturday. reports of a gun on campus. tonight, santa clara police say it was all a misunderstanding. they say the student who reported seeing the gun, actually saw a student with a cardboard cut out of a gun. according to a spokesperson for the school, it was all part of a class project. a sinkhole was reported

welcome aboard. new at 10:00, the fight over an iconic theater in contra costa county is center stage tonight in a packed meeting. heather holmes is live to tell us whether the city council is live to taking a vote on the fate of the dome theater. >> reporter: there may not be a decision tonight at all. the council chamber upstairs, it is still packed. people have poured out into the hallway. there's a big turnout, to see if they will allow this controversial development to pro seed, and the dome to be demolished. you could say pleasant hill is at a cross roads. the future of the shopping center hinges on the vote. >> i love that movie theater. >> reporter: it is the iconic

movie theater, formally known as cenearts. >> it's a big heart of the community. we just really feel strongly that it should be preserved. >> we have a sentimental attachment to the building also. but it's most appropriate to continue on with the evolution of the plan. >> reporter: bill is hoping to push forward with his plan for the site. he won approval to replace it with a two story 73,000-foot sporting goods store. >> we followed the guidelines, and the policies very closely. >> reporter: the group appealing the decision argues that the city didn't properly review the theater's historic, and cultural significance. it's been around for 46 years. >> it didn't look at this as a venue for art, for community pride, as a gateway. >> reporter: a spokesman for pleasant hill says officials understand the community ties

to the theater, but pointed out, it's privately owned. >> the city's influence of what can be done is very limited. >> reporter: frank and julie, i just checked, and they are still taking public comments. if and when there is a vote, we'll be sure to let you know. heather holmes, ktvu, channel 2 news. we have some truly remarkable developing news from cleveland, ohio. three women who went missing in separate circumstances years ago have all been found alive. amanda berry, gina dejesus, and another woman identified as michelle knight were identified today. police say they were tied up in a house and three men have been arrested. somehow berry managed to get to the front door and got the attention of a neighbor. >> i came to the front door. she said my name is amanda berry, please get me out of this house. i'm thinking whatever. i helped her get out of the

house. i didn't think, you're really the girl that's missing. >> but it was. berry called 911 and said i'm free now. she was last seen at the age of 16. knight is now 32 years old. police say the women were taken to a hospital to be checked out, and reunited with their families. the future of medical marijuana cases around the state -- the ruling allows local governments to ban pot clubs, but it doesn't mean they will. >> reporter: laura johnson gets medicinal marijuana to treat chronic pain in her arm. johnson says she hopes even though today's ruling will allow local governments to shut down pot clubs, that it will also clear up gray areas that hurt clubs that truly cater to patients in need. >> i think it's a wonderful opportunity for the cities to make tax money, and different

things to help actually increase the city coffers as well as providing a safe, and knowledgeable location for the cannabis club. >> some owners agree. >> it's a win and a loss for our industry. i'm hoping this all brings to light the fact that we need to really address it. cities need to understand there are good business people, and good operators trying to run a business. >> worst case scenario, we will have cities banning clubs throughout the state, making it impossible for anybody to get their medicine. >> reporter: san jose mayor, chuck reese says he doesn't believe they will choose an all out ban. >> it is clear, we can, if we choose just provide enough marijuana dispensaries to provide for the seriously ill people who need access to the people. we don't have to accommodate the recreational interests of the marijuana advocates. >> reporter: in san jose, the mayor says it could take several months before the city comes up with its final plan. in san jose, robert honda,

ktvu, channel 2 news. wall street began the week quietly after setting records last week, the dow lost five points today. the nasdaq gained 14. the mixed results reflected a lack of major economic news today. wal-mart regained the top spot on fortune 500 companies. san ramon based chevron came in at number 3. some other bay area companies are in the top 500 as well. apple is number 6. hewlett- packard is 15th on the list. wells-fargo bank came in at number 25. facebook moved onto the forbes list at 482. you may soon have to pay to watch youtube. several reports announce youtube will announce a series of channels that require payment. possibly $1.99 a month. youtube is looking at creating what it calls a subscription platform. the u.s. senate passed a

bill that would allow states to tax online sales. the law would make all retailers big and small collect sales tax and send money to the state where the shopper lives. supporters say it levels the playing field. the bill faces opposition in the house. president obama has shown support for it. live stormtracker 2, picking up showers. a little bit of activity here in the san jose bay area, in evergreen, and eastern san jose. real heavy rain in sacramento. they've had flood concerns up there. a flood warning for a time in this area, because the rainfall rates were so heavy. some areas got up to a quarter inch. this weather system is continuing to spin clouds back this way. kind of the wrong direction. more showers remain in the forecast tonight, and more showers in the forecast as we head into tomorrow as well. we'll talk about that with the latest computer model.

new at 10:00, there were a lot of tears at a vigil in oakland tonight in memory of a teenager killed just 24 hours ago. dozens of people gathered in front of allajuwan claiborne's house. today, his mother talked about how he was a good kid that didn'tdeserve to die. >> his grad point average, 3.5. basketball team. senior grad. supposed to be going to the prom this weekend. unfortunately, my baby can't make it. all i need is for someone, i don't care who it is, someone to please come forward and let us know who killed my baby. >> police say they don't have a motive, and haven't made any arrests. there is a $15,000 reward in

the case. a stolen pickup truck towing a trailer in a path of destruction. this wild police chase ended with a parolee behind bars. >> reporter: police cornered the driver of a stolen trailer at this quiet cul de sac just before 9:00. >> he decided that he wasn't going to stop, and he just took off ht through, smashing through two fences. >> reporter: his ex-wife, cathy, and daughter live here. the driver trying to get away barreled past two gates through several yards, narrowly missing a pool, and a trampoline. >> i thought it was an earthquake. >> reporter: she ran outside. >> i just saw this truck flying through the back gate, and the back fence. it was just plowing through everything. >> we're very fortunate that people weren't outside at the

time. as the driver indicated he wasn't going to stop. >> reporter: police say the driver, 45-year-old matthew kanope continued the chase. a witness shared these photos just after the driver slammed into a motel wall, and jumped out, running into a motel room, where police later found, and arrested him. >> these are the tire marks right here, where he crashed. >> i was scared to death. >> reporter: you can still see the tread marks through the yard. they don't know the overall damage costs, but luckily they have insurance. police say the petaluma parolee was most likely under the influence of drugs. the santa clara sheriff's department says two men who drowned sunday when a canoe capsized on lexington reservoir were brothers. the coroner identifies them as

nicholas nell and 30-year-old raymond nell. their 16-year-old sister and 25- year-old brother were also in the canoe, but managed to swim to shore. sheriff deputies are looking into whether wind gusts played a role in causing that canoe to tip over. no one onboard was wearing a life jacket. police are reporting 11 arrests from cinco de mayo festivities. they say that number is down from last year. police say at one point, a large crowd got outside of hand, but police restored order. the arrests for drug possession, public drunkenness, and a weapons vie lace. the warriors push their playoff run into double overtime tonight. coming up, why the team's plan for a new arena in san francisco is

golden state warriors fans were treat today a thriller tonight in san leandro. mike ibanez will be here in about 20 minutes with highlights, and how one player went from goat to hero. the warriors are running into resistence over plans to build an arena in san francisco. the warriors released new rendered drawings, to address concerns about the previous version. opponents tell us the project is too big for that location. >> it's estimated, an extra 2 million people could be coming into the area. this area is the second most congested area in san francisco. >> a committee of the san

francisco board of supervisors held a hearing about the warrior arena before its built, the city and the state must approve of those plans. we have big news about the little boy from martinez who was injured in the bombings. aaron hern returned to school in martinez today. he was standing at the finish line, waiting for his mother to complete the marathon, who the bombs went off, injurying both of his legs. aaron's family says he is continuing to recover quickly. tonight, the body of one of the bombing suspects is still being hold at the funeral home in massachusetts, because there's still nowhere for the remains to be buried. as of now, no cemetery has agreed to take his body. tsarnaev's mother says she wants the body returned to

russia, but says she will not pay for it. officers are taking off from sso right now, in a trip that honored fallen police officers. ktvu news caught up with a few vallejo officers. they will be riding bicycles in a police unity tour. the ride begins in new jersey, and will end three to four days later at the national police memorial in washington, d.c. >> the important that the families of the officers who have, that were killed in the line of duty to know that we will never forget them. >> the event kicks off national police memorial observance week starting sunday. president obama will speak at that event. in the names of officers who recently died will be added to the memorial. money raised from the bike ride helps maintain the monument. the affordable care act was passed a few years ago, yet many americans still don't know

exactly what it covers. in a story we first brought you at 5:00, jana katsuyama breaks down in plain language what it does, and who it helps. >> reporter: it's about three years since the affordable care act was signed. many people still aren't aware of new benefits that might benefit them. >> i don't even have any idea how to access it. >> reporter: we dug into the 900 plus pages, and found that many preventive health procedures, vaccines, even some medications you can get for free. dr.elizabeth renner says it is needed. >> i actually had a mother ask me, do we really need to give this child this immunization now? because we're still on our deductible. >> reporter: the aca passed on march 23, 2010. all health insurance plans created since then are required to cover a set of preventive

services, with no copay, and no deductibles. essentially free to services. 22 free services for women include screenings for breast cancer, cervical cancer, even breast feeding supplies. and for children, 26 more free services, including immunizations, screening for autism, hearing, and vision. >> there are key things that the federal government has said under the affordable care act, that every health insurance plan needs to cover. >> reporter: dr. bineman, a primary care physician helped write part of the affordable care act. an official copy signed by president obama hangs in his office. >> it's standardizing what health insurance is. >> reporter: new health insurance plans are expected to be rolled out in october, through state marketplaces called exchanges. people without insurance must select a plan by january 1, 2014. to make sure you know what you're getting, the federal

government will rank the health plans. bronze plans must cover 60% of ticipated medical costs, silver, 70%, gold, 80%, and platinum, 90%. don't count on insurance companies to spell out the free services. the ata allows the insurance companies, and each state to inform the public. >> you're going to see differences across states. >> reporter: another big problem is the aca grandfathered in many plans that were in place before march 23, 2010. so they do not have to comply with the aca requirements for free services. a headache for providers. >> we're trying to keep a practice going. follow sick patients. pay the bills, and figure out what the rules are next month. >> it looks pretty good actually. >> reporter: the bottom line is if you have insurance now, call your insurance company and ask about their status under the affordable care county. you might find yourself on the way to getting that clean bill

israel has placed missile batteries near it's northern cities to prepare for possible retaliation from syria. it's believed that 42 syrian soldiers were killed. israel was reportedly targeting missiles on their way to hezbollah militants in lebanon. in germany, the woman accused of being a leader of a neo-nazi gang went on trial for murder. she is charged with the killing of ten people. nine of them were imgrants. one is a police woman. she is also accused of a string of bombings and bank robberies. police had blamed the crimes on foreign gangs. in spain, aviation authorities are trying to figure out why a vintage jet plane crashed during an air show yesterday. the experienced former military pilot was killed. the plane was bit in the 1950s, as an advanced jet trainer by a spanish company crashed into a hanger, and burst into flames

as thousands of people watched in horror. the tsa is expanding the benefits of its prescreening program for some overseas travelers at 40 participating airports, including san francisco international. >> starting tomorrow, passengers enrolled in the program and flying internationally, may be eligible for expedited screenings. previously, that was only available for travelers flying internationally. it appears disney is breathing new life into star wars video games. just a month ago, it shut down the lucas films subsidiary. but today it says it has agreed to a deal with electronic arts to develop new star wars titles. disney did not disclose the terms of the agreement. the san francisco's symphony held a memorial

continuing coverage now of that deadly limousine fire that killed five women. a fire investigator tells ktvu, the lincoln limo was likely on fire for some time before it pulled over. >> reporter: we came here to quiz a retired vallejo fire investigator who says as soon as he saw the video, he had his suspicions. like everyone else, bill tweety is horrified by how this limousine became a death trap to five passengers. what he notices right away, fuel on the pavement. >> it's burning on the asphalt.

you can see a sheen right here. as you get close, a sheen on the asphalt by the car. >> reporter: his question, did it start somewhere else and spread to the fuel tank? he believes the fire was burning a while. >> what was there was being suppressed by the wind of the car moving. when he stopped, all of that just came back up, and now it's going straight up, instead of going out the back of the car. >> reporter: tonight, the owner of this limo showed it to us. >> pretty old. about to retire. >> reporter: a 1999 lincoln towncar. same as the one that burned. he hasn't had any problems. but other limo owners do report the rear end air suspension system can overheat and catch fire, especially if the cabin is overloaded, and rides low. >> there's suspension button right there. >> reporter: the possibility,

plus electrical problems are what investigators will look at first. >> climbed through that hole. >> reporter: looking at the hatch between front and back. >> not very much space. >> reporter: the women closest to the partition got through. an escape only a foot high. fire investigator tweety says the melted rear of the limo will make reconstruction a challenge. he doesn't doubt the driver's claim that the victims died in minutes. >> if there was enough smoke and toxic gas from the fire. the super heated air, in there from the fire, if you take in a breath of that, it can sear your lungs, which incapacitates you, and you can die right away. >> reporter: tweety adds, even the car seats in that limo made the fire more deadly. made of polyurethane foam, a petroleum product. reporting live, ktvu, channel 2 news. a division of the

california public utilities commission today recommended a record $2.25 billion fine against pg and e for that explosion. it destroyed dozens of homes more than two years ago. the money would be used for a safety enhancement plan, and would come out of shareholder funds. it is the highest penalty possible, and one that pg and e's ceo called excessive. the company is expected to file a response by may 24. the full commission could make a final decision by late this summer. showers, thunder showers, some rain, clouds, and some sun. these were the highs that we observed today. it wasn't that warm, but it was nice in some places. temperature wise, 73 in antioch. 75 in morgan hill. temperatures tomorrow are going to be warmer than these. look for temperatures to be in the upper 70s. a little bit of activity down

here in the san jose area. as you get in here, you see light showers showing up on the east side of the valley. be ready for a few light showers, maybe even a thunder shower. it's mild outside. humid today. you noticed the cloud cover warm and muggy. kind of like a san diego day. we did see those thunderstorms. a lot of lightning strikes in the valley. into the next couple of days, temperatures are kind of moderate. not as fire aggressive as they were a few days ago. fire danger is actually getting a little bit better around here, with the increased humidity. we're see a return to patchy coastal fog. that's sort of the weather trend as we go through the next few days. tomorrow will be a chance for a scattered sprinkle. maybe an outside chance for a thunder shower. i think the central valley, and up around the grass valley, they'll see showers. i don't think anything will get

some areas, almost a half inch of rain in a shtamount of time. most of this stuff really dying down now. the five-day forecast, warms us back up to the mid-80s, as we go into next weekend. business as usual. kind of a wild day. >> sure sounds like it. thanks bill. the federal judge today sentenced grammy award winner lauryn hill to a 3 month prison sentence for failing to file taxes on more than $1.8 million in income. the singer pleaded guilty last year for failing to file taxes from 2005 to 2007. the judge also sentenced hill to an additional three months of home confinement after her release. hill's attorney says the singer has paid $970,000 in back taxes and penalties. the maker of viagra has set up its own site.
